A Rawlins, Wyoming native, Ken Shumway has spent the last thirty-six years in the Land Survey Profession. Beginning his career in Rawlins and working throughout the state for fifteen years and the last twenty years surveying in Arizona and Nevada. With experience in the exploration, development, construction, agriculture and mining industries as well as land subdivision and property boundary retracement, it has been a memorable journey. Recently relocating to Worland from Arizona, Ken is enjoying the good life fishing and camping with his twelve year old son. It has been a long time in returning to his home state but he is excited in the new possibilities and ventures yet to come.

Steve Hall began surveying in 1977 in Longmont, Colorado and has experience in commercial and residential land development as well as rural and urban boundary surveys and many types of heavy construction surveying. He has surveyed in Colorado, Alabama, Oklahoma, Kansas, Texas, New Mexico, and now has found home in Wyoming. Steve joined WWRCI in 2006 and is both the Company's Survey Technician and Senior CAD Technician. Steve enjoys being a father and sharing many indoor and outdoor activities with his son. Steve was a board draftsman for many years but has been using AutoCAD for the last ten. Through training and hands on usage, he has become very proficient and knowledgeable in its use. Todd A. Rhodes is the founding owner and President of Wyoming Water Rights Consulting, Inc. located in Worland, Wyoming.  Under his leadership, the Company has grown from a one man operation to presently a five person team serving the needs of agricultural and industrial clients and landowners throughout Wyoming.  The Company takes pride in establishing strong, lasting relationships with its clients.  Before starting Wyoming Water Rights Consulting in 1992, Todd worked as a Hydrographer-Commissioner for the Wyoming State Engineer at Casper and then Worland for a total of nine years gaining a strong working knowledge of Wyoming's water rights program, along with practical field experience in water rights administration.  Prior to his employ with the State Engineer's Office, Todd worked for the USGS, Water Resources Division, out of the Casper, Wyoming Field Office  measuring streamflows throughout the east half of the state.  Todd graduated from the Pennsylvania State University in 1982 with a Bachelor's Degree in Water Resource Management. 

Mr. Rhodes coined the phrase "water rights management services" from his belief that water rights are a valuable asset which needs to be properly managed in order for the owner to realize the most return from this important resource. He developed his company's professional water rights services based on that principle.  Todd has prepared hundreds of water rights applications and petitions for filing in the Offices of the State Engineer and Board of Control.  He is often hired as an Expert Witness for complex water rights litigation.  Todd is a member of the Wyoming Water Association, Wyoming Water Well Association, Wyoming Land Title Association, and the Wyoming Stock Growers Association.  He is often a speaker/instructor at conventions and continuing education seminars dealing with water rights issues in Wyoming. Becky Davis graduated from Manderson-Hyattville High School in 1982.  She and her husband, Terry, have two grown children, Tara Lynn and Christopher.  The family is a big supporter of the local 4H Program, as well as other youth-related organizations.  She and Terry have over 57 years of combined volunteer leadership in youth-oriented organizations; including 4H, Girl Scouts, mentoring the School to Work students from WHS, and H Diamond W Youth Camp.  They have won several awards through their business - and personally - for their work with youth in the Big Horn Basin.  Becky has many years of experience in business management.  She and her family currently own their own business, Family Farm Livestock & Lumber, which is run by her husband, daughter and son.  Christopher recently began managing the business for his father.  Becky is thrilled to be part of the Team at Wyoming Water Rights Consulting, Inc.  She hopes to utilize her business experience to assist Todd, Steve and Ken with serving the needs of the firm's clients, including the Wyoming agricultural community.  Becky can be e-mailed at beckyd@wywaterrights.com.
